The bill would have criminalized private transfers of firearms by expanding Michigan’s handgun permit to purchase system to all firearms. These bills expand registration to all firearms. Criminals and mass shooters, the ones Democrats are supposedly targeting) will not obey this law any more than any other gun law so it can not be universal by any stretch of the imagination. And like all gun laws, will do nothing to reduce any crime. It is meant to produce a gun registration list Democrats can use to seize firearms.
